I am a newbie over-here hoping to see that my suggestion will help you a little at least. I don't have a great knowledge of solving tech issues. But as per my knowledge I would tell you that it is not possible to completely block the TOR and that too with an open DNS. Dear William, kindly refer the diagram below for steps on how to blocking TOR proxy.
