Is it possible to have VPN connection to other Firewall Vendor?

Yes it possible but not recommended reason being due to patch upgradation or other firmware upgradation after deployment, may be they both not support each other (for VPN tunnel)

Yes, it is possible using the IPSec. Configuration on both firewall must be the same.

VPN technology is a Vendor Free protocol so NGAF to other Vendor will have no problem at all.
