Using mac address block the user hotspot, another way is to make policy in NGAF that any user using hotspot NGAF can not granted access

NGAF cannot blocking the hotspot network.
Pls consider use the Sangfor SASE,
SASE has Data Loss Prevention(Peripheral Device Control Policy)
It can Deny Removable storage, Cellphone & Tablet, Network Device(mobile network adopt, WiFi card, BT adopt & other device with network sharing function), Bluetooth Device, Camera & Printer.

yes by using mac address we can block the user hotspot or making policy in NGAF that who ever is using hotspot NGAF can block it

we can block the user by blocking specific mac address or we can also apply ACL for this purpose or we can also filter the packet by applying proper policy on proxy settings.

Yes we can block any device if it is identified. Most prefered device identifier is its MAC address

You can't since you are not managing the Device of the user. Even with MAC Authentication its not possible, since the "Phone" is sort of a Router at that point so your network is only seeing one device witch is the "Phone" in this case. You will not see the devices behind that.
