Possible reason;
1) DHCP not properly configured
2) Connectivity issue between DHCP Server and device.
3) Improper shut down.

This issue occurs only the when the server unexpectedly shut down due to power loss. and even sometimes in this condition dhcp work but offer dhcp to some clients only, it doest not offer to all, or most of the time I noticed that it does not offer a single dhcp. And when I restart the server the issue resolves, some times after two restarts.
